ISPRA report 2022: more waste produced than 2020

Last December the Ispra 2022 Report was published and presented to the Chamber. It is the result of the data collection work of the National Centre for Waste and Circular Economy of ISPRA (Higher Institute for Production and Environmental Research), which analyses the production, separate collection, municipal waste management and packaging, including import export at local, national and international level.

In 2021, municipal waste production stood at 29.6 million tons, an increase of 2.3% over the previous year. Separate collection is estimated at 64% (+ 1% compared to 2020) and according to the data collected, paper and cardboard waste accounts for about 19% of the total.

Analysing the situation at regional level, Veneto and Sardinia are the most virtuous regions among the 9 that have totaled percentages above the national average, very well Basilicata, less Sicily. Cagliari is the fastest growing metropolitan city. The growth of separate collection has highlighted two major problems in our country: the lack of facilities for the treatment of municipal waste and the excessive use of landfill. In particular, the waste sent to plants represent 50% of the total of the produced ones. The municipal waste management plants, operating in 2021, are 657: 349 in the North, 116 in the Centre and 192 in the South.

Among the municipal waste 5.4 million tons were destined for incineration, in specialised plants that for the most part (26 out of 37) are located in the areas of central and northern Italy.

The Ispra 2022 Report points out that thanks to the use of state-of-the-art technologies and machinery (such as Ecotecnica machines for the disposal of end-of-use vehicles) the EU targets for 2025 have already been exceeded for all packaging fractions, except for the plastic.

There was a general increase in rates for the management of urban waste: Venice is the city with the highest costs, more than 300 euros per inhabitant.

Waste export and import at European level

In Italy the export of municipal waste exceeds three times the imports. In 2021, 659,000 tonnes of waste were exported and 219,000 tonnes were imported. The regions that export the most are Lazio and Campania and the countries that welcome the most in Europe are Austria, Portugal and Spain. Lombardy and Piedmont are among the regions that work the most waste from abroad: such as glass from Switzerland or plastic mainly from France. Finally, 2021 was the year of the recovery of PNRR and among the most immediate objectives, confirmed by the data of the Report, there is the need to increase the number of plants for the disposal of municipal waste and invest funds to bridge the gap between north and south of the country.
